This above solution works well & after it's installed you'll won't have to worry about this problem again...
Err well at least until a new monkeys apps is released, Then just update it with the new apps name/s.

Do not set <avg_ncpus> options for new CPU applications
You will be crowded with a million monkeys

Yep this was meant for the misbehaving NCI apps only. Although a million monkeys does sound like fun! ;)

Also just reporting that my android 6.0.1 phone was doing monkeys tasks perfectly before the server change over but now is getting lots of compute errors. Some of the problem looks to be the phone has been sent 64 bit apps for it's 32 bit OS, which of course doesn't end well.
http://boinc.gridcomputingcenter.org/results.php?hostid=325&offset=0&show_names=0&state=6&appid=0

Not to worry the monkeys will all be back up to speed in no time, good luck....

I'm using the above app_config setup. I also get a lot of computation errors like this:
http://boinc.gridcomputingcenter.org/result.php?resultid=8331

../../projects/boinc.gridcomputingcenter.org/monkeys_v3_300_i686-pc-linux-gnu: error while loading shared libraries: libcurl.so.4: cannot open shared object file: No such file or directory

All 4 get this then all 4 work. Its goes Complete task, abort task, run task. Over and over for each app.

we all must be full of patience---to move a BOINC project to another server with significant software upgrade is a VERY hard work with a lot of unavoidable bugs and malfunctions

If you don't want CPU tasks (only NCI)... it might endeavor you to check the project preferences... It might be a lot easier than hacking and mutilating your config files... ;)

P.S. If you're a masochist, then by all means please don't let me stop you from hacking and mutilating your config files but just be sure to clean up the mess afterward...

Selected only NCI tasks, downloaded tasks with NCI in the name...they take up a whole CPU core each.

app_config seems to be working. thank you.

Devs fix ASAP, this is obviously broken.
Guy talking about mutilating config files....ROFL.

If your other app WUs finish up, GoofyX will take up the slots untill you pause them, let the other WUs start, then resume GoofyX.

It WILL run concurrently with the other app WUs. It's just unfortunately you have to monitor GCC if you want to keep getting new work from it...

I just viewing this all as a project just launched rather than a continuation of an existing project and thus avoid getting my birches in a bend... or whatever the saying is...

You can create a second client just for GoofyX

Create directory c:\programdata\boinc_2

Command line
"C:\Program Files\BOINC\boinc.exe" --allow_multiple_clients -dir c:\programdata\boinc_2 -gui_rpc_port 9999"

Leave the command line window open, otherwise the second boinc closes

second client are: 127.0.0.1:9999

see here for the remote control

https://boinc.berkeley.edu/wiki/Controlling_BOINC_remotely

Create and copy gui_rpc_auth.cfg (for the password) in c:\programdata\boinc_2

For wuprop in c:\programdata\boinc_2\projects\wuprop.boinc-af.org
Create app_config.xml

The content of app_config.xml is

<app_config>
<app_version>
<app_name>data_collect_v4</app_name>
<plan_class>nci</plan_class>
<avg_ncpus>0.01</avg_ncpus>
<cmdline>-p 9999</cmdline>
</app_version>
</app_config>

for more info

You may find this useful. So that you can close your extra command line windows.
boinc.exe --gui_rpc_port %prt% --dir %~dp0Data%nn%\ --detach
At least I find it useful on my machine running 200 instances of BOINC with 6 projects.

But as the stats are not exported, the sites that provide the badge signatures do not get updates.

That's because there hasn't been any export of credits since the switch of server/project name.
There's nothing yet at http://boinc.gridcomputingcenter.org/stats.
From the lack of communication I take it that Goofyx still is more in the hospital than out of it. I hope he gets well soon.

Firstly yes, Goofyx will move project to GCC (http://gridcomputingcenter.org/).
Secondary - yes, it is still BOINC :)

About Enigma@Home - I know from his admin that he is make some serious changes to daemons in project which is reason for this pause in work unit generation.
